A creditor of the Municipality obtained judgement for an outstanding debt and the Sheriff then acted and attached assets, which in this case, was Municipal vehicles, many of them required for basic service delivery.

Strangely enough, nothing was mentioned at the Kouga Council meeting last week about the impending court case and the financial implications thereof. The purpose of this meeting was to approve the Municipal budget for the 2014/15 financial year.

This kind of information is also never discussed at the Kouga Finance Portfolio meetings.

“We have known that Kouga is on the verge of total financial collapse for quite some time, so it comes as no surprise that a creditor managed to obtain judgement against the Municipality, said Elza Van Lingen, the leader of the Democratic Alliance in Kouga.

“The deafening silence about the matter, the total exclusion of our DA Councillors in the compilation of the budget and from bodies like the budget steering committee shows the ANC does not care about good corporate governance.

In fact our Councillors were accused of not understanding finance when they raised the issue of a cash flow crises in Kouga.

It is clear that creditors have had enough and we do not even know how many other creditors will now go to the courts to obtain judgement to get their money. What is certain is that this kind of financial management would not happen in a DA run Municipality and it is time for change in Kouga” added Van Lingen.

The consequences of the vehicles being attached are vast upon the residents of Kouga as service delivery will basically grind to a halt in some instances.

Refuse will not be collected, water leaks will not be repaired, sewage will not be pumped and law enforcement will be affected until some kind of arrangement can be made to pay the creditor his money.
