Kouga Municipality terminated the five-year contract of its Planning and Development director Fred Dennis on Monday. Dennis has been on suspension for more than a year following an investigation by the Office of the Auditor-General into alleged irregular land sales dating back to 2006 when Dennis was acting municipal manager.
The decision was made at a special meeting of the Kouga Council following a motion of exigency from ANC councillor Phumzile Oliphant. Dennis’ disciplinary hearing was set to start early this year but the Council felt strongly that the working relationship between Dennis and the municipality had irretrievably broken down and that, regardless of the outcome of the disciplinary hearing, it would be in the best interest of the institution that he be dismissed with immediate effect.
The disciplinary hearing of the municipality’s former legal advisor, Japie Jansen, who was also implicated in the AG’s investigation, is expected to start in March.
