The Paradise Beach Community Forum Committee has already informed our members of the new municipal electoral districts. Although the delimitation process is not yet complete, it is expected that we will be part of a new Ward 14 (Paradise Beach, Aston Bay, Tokyo Sexwale and Ocean View).

Neem assbeblief kennis dat ten spyte van die feit dat die uitgangspunt van ons Forum a-polities is, lede binne die Gemeenskaps Forum wel met die 2011 verkiesing betrokke sal raak binne hulle bepaalde politieke konteks.

Please note that despite our non participative role in active politics as a Community Forum, members will be active within their own political fraternities for the 2011 Municipal election.

SPOELBRUG

Hoewel sowat twee maande reeds verstryk het sedert die uitreiking van die ROD (“Record of Decision”) aangaande die kunsmatige oopmaak van die Seekoeiriviermond, word die saak nou eers na die Kouga Munisipaliteit  se betrokke staandekomitee verwys vir kennisname en moontlike aanbevelings.  In die tussentyd word gegewens oor die nie-voldoening aan die voorvereistes wat in die dokument uiteengesit is, onder die aandag van die Departement van Ekonomiese Ontwikkeling en Omgewingsake gebring.  In hierdie verband is een van die groot sondebokke die Munisipaliteit self wat toelaat dat hul vullisverwyderingstrokke, riooltenkwaens en laaibakkarweiers heen-en-weer oor die spoelbrug ry.  Sodoende word ‘n gulde geleentheid om ‘n daadwerkilke voorbeeld aan ander padverbruikers te stel, telkens verspeel.  ‘n Ander sondebok is die Nu Plant-maatskappy wie se blou en wit wipwaens ook gereeld die brug oorsteek, gewoonlik vol sand gelaai.  Al hierdie voeruie oorskry die duidelik vertoonde 4 ton-massabeperking, en slaan telkens ‘n verdere spyker in die spoelbrug se doodskis.

CAUSEWAY

Although some two months have now elapsed since the publication of the ROD concerning the artificial breaching of the Seekoei River mouth, the matter is only now being brought to the relevant standing committee in the Kouga Municipality for taking cognisance and making possible recommendations.  In the meantime, instances of ongoing non-compliance with the preconditions set out in the document are being brought to the attention of the Department of Economic Development and Environmental Affairs.  In this regard, one of the biggest culprits is the Municipality itself in not preventing its refuse removal trucks, sewerage tankers and skip transporters from regularly crossing the causeway, thereby time and again losing an ideal opportunity to set a meaningful example to others.  The Nu Plant company is another transgressor of the 4 ton mass restriction on the bridge with its distinctive blue and white tipper trucks regularly crossing over the river, usually laden with sand or other similar materials.  Little thought appears to be given to the fact that the life of the causeway is limited, and every overloaded crossing serves to merely damage the structure even further.

WATER RESTRICTIONS / WATERBEBERKINGS

By this time, most if not all residents of Paradise Beach will have received the Municipality’s notification regarding water restrictions.  With only some 10 mm of rain having been recorded during February (following on a mere 14 mm in January), the situation is worsening by the day.  It is very disturbing, therefore, to hear of people saying they are quite prepared to pay the penalty rates as they continue to water their gardens.  This is a most selfish – and criminal – attitude, as water is a non-renewable resource, and the day may come where all the money in the world will not be enough to buy water for human consumption, let alone for watering our gardens.  Residents becoming aware of others not complying with the restrictions should report such occurrences to 042-291 0250.

Die munisipale kennisgewing ten opsigte van waterbeperkings is sekerlik teen hierdietyd onder die aandag van alle Paradysenaars gebring (ofskoon dit net in Engels uitgegee is).  Slegs sowat 10 mm reën is in Februarie gemeet en met ‘n skamele 14 mm in januarie, vererger die situasie by die dag.  Dis dus onbegryplik dat daar nog mense is wat bereid is om die straftariewe te betaal solank hul hul tuine kan natgooi.  Dis ‘n uiters selfsugtige – en selfs kriminele – benadering, want aangesien water ‘n nie-hernieubare hulpbron is, mag die dag wel aanbreek dat geen geld in die wêreld genoeg sal wees om water vir selfs huishoudelike gebruik te koop nie, wat nog van tuinnatmaak te praat.  Inwoners wat bewus is van die skending van die mbeperkings, word aangemoedig om sulke sake aan te meld by 042-291 0250.

FEKRRA (Federation of Kouga Residents and Ratepayers Associations)

On 1 and 2 March, a team representing the various member associations of FEKRRA (the Federation of Kouga Ratepayers and Residents Associations) – including your Association – is meeting with a team led by Executive Mayor Robbie Dennis in an attempt to make the municipality understand the frustrations, mistrust and grievances of ratepayers (but not to tell them how to do their jobs, which is, after all, what they are paid to do).  Numerous submissions have in the past been simply ignored, and it is hoped that the sessions, run by an independent facilitator, Christo Nel, will result in more transparent governance on the part of the municipality.  If nothing positive results from this well-intended attempt to improve matters, further steps will have to be considered.

Op 1 en 2 Maart vergader ‘n span verteenwoordigend van die onderskeie lede van FEKRRA – insluitende u Vereniging – met ‘n span onder lkeiding van Uitvoerende Burgemeester Robbie Dennis in ‘n poging om die frustrasies, wantroue en griewe van belastingbetalers onder die aandag van die munisipaliteit te bring (maar nie om aan hulle voor te skryf hoe hulle hul werk moet doen nie, waarvoor hul natuurlik betaal word). Talle voorleggings is in die verlede bloot in die wind geslaan, en daar word vertrou dat die werksessies onder leiding van ‘n onafhanklike fasiliteerder Christo Nel, in groter deursigtige regering deur die munisipaliteit tot gevolg sal hê.  Indien hierdie wel-bedoelende poging om sake te verbeter sou misluk, sal verdere stappe oorweeg moet word.

Block Watch Update

  1. Paradise Beach is divided into eight blocks each with a Block Coordinator.
  1. Each Block Coordinator now has a radio with two operating channels. Channel 2 for communication with Smhart Security who has direct communication with the SAPS and Channel 4 for inter-PB Neighbourhood Watch communication.
  1. The rationale behind the structure is that residents in a specific block should contact their Block Coordinator in the event of any suspicious activity or where suspicious person/s are noticed. The Block Coordinator will then inform the other Block Coordinators by radio (channel 4) who in turn will notify block members where relevant in order to ensure ongoing alertness of the suspicious activity or person/s.

  1. The Committee would like to express sincere appreciation for the dedication of

the Coordinators who have already arranged block meetings/braais/gatherings for the residents in their respective blocks to ensure proper communication and to explain the block structure and boundaries.

  1. The Committee is in the process of identifying persons who will be willing and available to manage a communications centre in their own homes that will serve as a focal point for all communications between Neighbourhood Watch Patrols, Block Coordinators, security companies, the SAPS and residents.

Chairman: Paradise Beach Neighbourhood Watch

The Department of Safety & Liaison held a meeting in Newton Hall, Jeffreys Bay (which was attended by John Wiehahn & Basil Haworth, Committee Members of the Paradise Beach Community Association) to listen to complaints from the Ratepayers of Kouga Municipality.   The 30+ Representatives of various Government, Provincial and Municipal bodies who were present included Justice, Education, Health, Welfare, Nature Conservation, Environmental Affairs, Traffic and Tourism.  Even Municipal Management was present in the person of Lungile Mxube, the recently reinstated (after a year’s suspension), Director of Technical Services.   Police and the CPF were, as always, present in force.  Unfortunately, this golden opportunity to voice concerns was very poorly attended, with less than 30 Community Members present.

John Wiehahn gave the Meeting Chairperson, Charnel du Plessis, a copy of the matters of concern to the residents and ratepayers of Kouga (as previously tabled and published by Joe Oosthuizen, Chairman of FEKRRA) as there were too many concerns to enumerate singly.
